· Canada is open to fully vaccinated travelers. Unvaccinated foreign nationals are mostly prohibited from entering. Unvaccinated Canadian nationals must undergo quarantine.

Vaccinations

Foreign passengers aged 18 years and older must hold proof that they are fully vaccinated against Covid-19, or they will be refused boarding. Fully vaccinated passengers must also be asymptomatic on arrival, meet all other mandatory requirements including pre-arrival and on-arrival testing, and provide a receipt from the ArriveCan app that must show the letters 'A', 'I' or 'V'. The requirement to receive the full series of vaccines also applies to passengers who have recovered from Covid-19.

This does not apply to:

  1. Canadian nationals (including dual nationals), and permanent residents of Canada;
  2. Persons registered under the Indian Act;
  3. Protected persons (refugee status);
  4. Unvaccinated minors (aged 17 years and younger) travelling with a fully vaccinated parent/guardian, a Canadian citizen, a permanent resident of Canada or person registered under the Indian Act;
  5. Foreign workers holding a valid work permit issued by Canada;
  6. Passengers who hold a valid Confirmation of Permanent Residence (CoPR) and a valid IM-1 visa;
  7. Seafarers travelling to join their vessel who are essential for the movements of goods;
  8. Passengers with medical contraindication for getting a Covid-19 vaccine;
  9. Athletes travelling to attend international sporting events;
  10. Passengers whose entry the Canadian Minister of Foreign Affairs, Immigration, or Public Safety have determined to be in the national interest;
  11. Members of the armed forces who are travelling to perform their duties;
  12. Cross-border workers, including critical infrastructure workers (Energy and Utilities, Information and Communication Technologies, Finance, Health, Food, Water, Transportation, Safety, Government and Manufacturing);
  13. Diplomatic or official personnel, including their immediate family members;
  14. Persons providing essential services in trade or transportation sector, including truck drivers;
  15. Passengers travelling for compassionate reasons, provided holding an approval letter for compassionate travel issued by the Canadian Public Health Agency;
  16. Medical personnel travelling to perform their duties or passengers travelling to deliver, install or otherwise maintain medical supplies;
  17. Passengers whose entry is authorized by the Chief Public Health Officer of Canada;
  18. Agricultural and food processing workers;
  19. Students who travel to study in Canada, or attend school regularly in another country and travels home to Canada occasionally, or return to Canada at the end of a semester;
  20. Persons travelling to Canada at the invitation of the Canadian authorities;
  21. Passengers not being able to vaccinate due to religious beliefs;
  22. Passengers who have received their second dose by 25th January 2022, but still need to wait until 14 days have passed to be considered fully vaccinated (by 8th February 2022);
  23. Nationals of Ukraine who hold a valid temporary resident visa or temporary resident permit issued under the Immigration and Refugee Protection Act (IRPA);
  24. Immediate family members (spouse, common-law partner, dependent child aged 21 or younger, or a dependent child of a dependent child) of nationals of Ukraine, provided holding an approval letter issued by Immigration, Refugees and Citizenship Canada.

The above exempt passengers must not have been refused boarding in the past 10 days due to a medical reason related to Covid-19.

Fully vaccinated passengers may be exempt from the testing after arrival and quarantine provided they meet all of the following:
  1. Are asymptomatic on arrival;
  2. Meet all other mandatory requirements including pre-arrival and on-arrival testing;
  3. Provide Covid-19 related information via the ArriveCan app; and
  4. Have a suitable quarantine plan in place where they can stay for at least 14 days.

Passengers who do not meet all requirements will be asked to follow instructions provided by Canadian government representatives.

This does not apply to:

  1. Passengers aged 17 years and younger; or
  2. Passengers aged 18 years and older travelling with a fully vaccinated guardian, provided they are dependent on the vaccinated passenger for care and support reasons.

Unvaccinated passengers: Residents of the United States aged 12 years and older are not permitted to enter Canada for non-essential purposes.

Vaccinated passengers: Passengers may enter Canada for non-essential purposes if they hold proof that they are fully vaccinated against Covid-19. Fully vaccinated passengers must be asymptomatic on arrival, meet all other mandatory requirements including pre-arrival and on-arrival testing, and provide Covid-19 related information via the ArriveCan app.

Other exempt passengers: Unvaccinated passengers aged 17 years and younger may travel for non-essential purposes provided they are accompanied by a fully vaccinated guardian.

Foreign passengers aged 17 years and younger who are not fully vaccinated may travel onward their domestic flights as long as it is within 24 hours of arrival in Canada. Under exceptional circumstances, an extension up to 24 hours may be granted.

Passengers aged between 12 years and 4 months and 18 who are Canadian Citizens, permanent residents or registered under the Indian Act may not be permitted to travel on domestic flights if they are not fully vaccinated.

COVID-19 Testing

Unvaccinated passengers: Passengers must quarantine for 14 days on arrival or until they depart Canada. Passengers will be subject to another Covid-19 test on day 8 of the quarantine period. If a positive result is received, the passenger must quarantine in a Public Health Agency Canada facility for 10 days. Passengers must confirm through ArriveCAN or by calling the 1-833-641-0343 toll-free number that they have arrived at their place of quarantine within 48 hours of arrival in Canada. Any violation of Covid-19 quarantine rules could lead up to 6 months of prison and/or $750,000 in fines, or fines up to $5,000 for non-compliance.

Vaccinated passengers: Quarantine is not required for passengers who hold proof that they are fully vaccinated against Covid-19.

Other exempt passengers:

  1. Crew members;
  2. Essential service providers;
  3. Passengers who have recovered from Covid-19, provided they hold a positive test result obtained between 11 and 180 days prior to arrival; or
  4. Passengers in transit.

Unvaccinated passengers: Passengers must either hold a negative PCR test result obtained within 72 hours prior to departure, or a negative rapid antigen test result administered or observed by a health professional made outside Canada that is obtained within 1 calendar day prior to departure or prior to arrival in Canada. Passengers leaving the country for less than 72 hours must obtain their test results in a country other than Canada. Passengers whose flight was delayed due to unavoidable reasons (weather delays, mechanical issues, or unavoidable flight diversions) may have their test accepted for a further 24 hours. Self-test rapid antigen kits and negative pre-departure tests from countries where there is an outbreak of a Covid-19 variant (or where there are reasonable grounds to believe there is such an outbreak) will not be accepted.

Vaccinated passengers: Test is not required for passengers who are fully vaccinated against Covid-19.

Other exempt passengers:

  1. Passengers aged younger than 5 years;
  2. Passengers aged between 5 years and 11 years who are travelling with a fully vaccinated parent or guardian;
  3. Passengers who have previously tested positive for Covid-19 must provide proof of a positive PCR test obtained between 11 and 180 days prior to departure;
  4. Crew members;
  5. Armed forces;
  6. Passengers who have been denied entry at their final destination and must subsequently board a flight to return to Canada and are therefore unable to obtain a Covid-19 test, provided they are nationals or permanent residents of Canada, or persons registered as Indians under the Indian Act;
  7. Cross-border workers;
  8. Students who live in the United States but study in Canada and don't stay overnight when they cross the border; or
  9. Passengers in transit through Canada provided they do not leave the international transit area of the airport.

Forms and Visas

Passengers must use the ArriveCan mobile app to submit their travel and health information within 72 hours prior to departure and must show the ArriveCAN receipt on arrival.

This does not apply to the following passengers, and they will provide their information verbally at the border or by completing a paper form:

  1. Passengers with accessibility needs;
  2. Passengers who are unable to use the web version of ArriveCAN or the mobile app due to country-based censorship or lack of access to internet connectivity on a country level only;
  3. Passengers who are unable to use the web version of ArriveCAN of the mobile app due to a service disruption or a natural disaster;
  4. Asylum seekers; or
  5. Resettled refugees.

Passengers are encouraged to register in advance with a testing provider at their arrival airport prior to travelling to Canada. Passengers who do not submit the required information could face additional delays at the border for public health questioning and be subject to enforcement action, which can range from verbal warnings to a fine.
