Advantages: Right on the bar street, within walking distance of the Grand Palace and the museum, and just over one kilometer to the Central Market. It is very convenient for eating, shopping and taxiing nearby. The staff are nice, sanitary, and the key price is affordable.
Disadvantages: The layout of the room is very strange. After opening the door, you need to go through a narrow corridor to reach the bed. No matter how you adjust the air outlet of the air conditioner, it is either facing the head of the bed or facing the foot of the bed. There are some homeless people on the street nearby. Foreigners who look strange, suggest not to go out and run around alone at night.

The apartment is located in the Royal Palace, near the Independence Monument, and is easily accessible on foot. Breakfast was varied and very good. We spent 4 nights at this reasonably expensive hotel. We were provided with only 2 glasses in the room. One broke in the washing up. On checking out we voluntarily told the front desk about this minor occurrence. The 2 glasses were ordinary inexpensive wine glasses, which had to be used for all drinks except coffee and tea. To our dismay the management insisted that we pay US$5 for the broken glass which customarily would be absorbed as a cost of doing business. There was no price list in the room for items and nothing to suggest that minor damages had to be paid for. We asked for the manager who arrived and said we could not leave without paying. As a taxi was waiting we grudgingly paid the money and left. The demand for the excessive payment was not the issue. It was the unreasonableness of that demand and the insult it carried for us as their guests, which says a lot about the overall attitude of the management. We felt this strongly and will not return to this establishment and warn others as to what they might expect. All this aside if you are a light sleeper I strongly suggest asking for a room at the side. We had one at the front of the hotel and between a busy road and building works opposite it was quite noisy.

We had to book a Hotel very quickly due to change of plans. This Hotel is very well placed and the front desk staff were amazing. We booked a bus online but the booking went wrong and the 2 girls on the front desk were super helpful. Didn't get their names unfortunately but one girl came from Cuba. The breakfast buffet was the best we have encountered during our last 3 weeks of travel. The Hotel has a real feel of luxury about it. The Sky Bar has terrific views. Would definitely recommend this Hotel
The hotel booked in order to catch a flight was unexpectedly good. It is the best service I have seen in Cambodia. I don't know if it has been renovated in recent years. Although the room is small but the interior is very new, the Chinese service at the front desk is good. The boss is also Chinese. In the introduction of Ctrip, the English name of the hotel is different, and it also said that there is no separate shower room and toilet. It feels not updated.
Well located and off the busy streets this is by far the safest and most comfortable hotel we have stayed at in Southeast asia. We stayed at this fabulous boutique hotel as a couple about five years ago when first arriving in Cambodia. We recently went back for about 3 weeks in total in february-march 2020, and had again a wonderful stay. Highlights are: sustainability-minded hotel (social and environmental), small cozy garden and pool, breakfast (especially traditional pork and rice), kitchen staffed with an amazing chef cooking up some delicious Khmer and western recipes, the happy hour cocktails, especially the ginger infused martini and passion daiquiri, and above all the kindest staff imaginable who will always greet you with a smile. We were so glad to meet the same staff as five years ago upon our return. Also, the management is super flexible and helpful. The rooms are great, really nice interior and comfortable bed (though the bathroom is a bit peculiar). The compound feels very secure with a 24/7 security guard. For the location BKK area is full of great restaurants. So definitely a 10/10 and will return! A special thank you to Ms. Rattanak, Ms. Sreyleak and Ms. Raksa :)

Cambodia is my transit country back to China. I finished the 14th quarantine and checked into this hotel because I still had something to do.
🏨 The whole stay was very comfortable. Whether it was the room or the waiters 💁♂️, they were very active in helping me solve the problem (because the process of returning to China is very troublesome, I encountered the Phnom Penh city closure after isolation!!!).

I really hoped I’d have been able to write a better review for this place. As locals, we’ve been using the pool for years and this was our first “staycation” here. Sadly, I suspect it’ll be our last. We had room 7. A “superior double”. The bed was rock hard, even with the mattress topper. The bathroom isn’t exactly en-suite either. You have to leave the room, step onto the minuscule balcony and then enter the bathroom from there. You couldn’t swing a cat in the bathroom either. The bedroom has hanging space for clothes, but no shelves at all. If we’d have been staying for a few nights, this would have been a major irritation. The room is also cramped and badly appointed. There’s only one bedside lamp and one bedside powerpoint - on opposite sides...another case of poor attention-to-detail. The coffee station had three coffee sachets and three sugars - for two people. ??! The biggest complaint we have though, is the service. It’s practically non-existent around the pool. No-one walks around to see if you need anything, so if you do want to place an order for food or drink, you need to haul yourself out of your cabana, walk to the bar and place your order there. This is something we have complained about in the past, but nothing has changed. Service at dinner wasn’t much better. I ordered grilled chicken with a mushroom sauce. I was brought chicken with blue cheese sauce. I pointed out the mistake and was told that “it’s the same”! Erm no, mushroom sauce and blue cheese sauce are entirely different. It eventually emerged that they had no mushroom sauce. Couldn’t this have been explained to me when I placed my order? By the time my replacement dish arrived, my partner had finished eating. It was a disappointing experience. Breakfast was ok but wasn’t enough to rescue our impression of this little “oasis”. We’ll be back to use the pool, but wouldn’t stay overnight again :(
Leo runs a first class hotel. My wife and I stayed for 3 nights on two separate reservations, and had to switch rooms before our final night. My wife left some difficult to replace cosmetics in the first room, and didn’t realize until many hours later that she had left them. The staff went to great lengths to chase down those items and returned them to my wife.
The loft is a great room and is worth the extra money compared to the most basic room. The balcony is very comfortable with a great view of the river, some even have large fans to help keep you cool. The room itself is very modern, comfortable, and tastefully decorated. You can tell that Leo put a great deal of thought into this place. It is the only place I will stay when I am in Phnom Penh.
The hotel is in a very good location, very close to the Royal Palace and the museum, just walking distance. The view from the balcony of the hotel is very beautiful, and the facilities in the room are relatively old. If these details are not so high, the hotel is still more cost-effective.

First tuk-tuk driver could not find hotel, due to another hotel called "Paragon". Correct name "Paragon Central and Skybar", on St 144 (riverside). It is actually easy to find, if you have a map (tuk-tuk driver like all Cambodians had a mobile phone, but for unknown reason did not try to get Google map). Hotel is only 20m from riverside frontage, which is wall-to-wall restaurants, many are Indian. Lovely food. Hotel staff seems to try hard, but owner is not on top of things. My 9th floor room, river view, was excellent. Many rooms have no window or only small window; I suggest you avoid them. Pay the small amount extra for the top-of-the-line room. I had passport and money problems (robbery), and had to stay in this room for two weeks. The room was fine: not luxury, but perfectly adequate and pleasant. Again, I strongly suggest paying for the river-view room; that made my stay pleasant. A/C was fine, adequate. not arctic. Hot water was fine; not hose-like, but OK. Bed was clean and comfortable. Good flat-screen TV: CNN, National Geographic, 24-hour football from European leagues. Breakfast included was adequate: not buffet, but simple ordering, ie omelette, toast and juice. Even though skybar (lovely view) was on 11th floor (10th floor was for staff, not guests) there was no noise problem in my room. Fitness room was a mess and almost useless. Again, owner needn't care. No pool, no telephone, no computer for internet. One of the few remaining internet cafés is about 3 blocks away (St 136 and St 13). Another hotel about a block away from Paragon Central (Harmony Phnom Penh Hotel, St 148) is of same height and about same cost as the Paragon Central and it has a roof-top pool, which might be very desirable if you intend to stay in the area for several days. My strongest point concerns the Paragon Central desk staff. The main desk worker (Khann) was wonderful, giving me so much help in navigating my passport problem, even lending me some money and working to persuade the owner to allow me to defer paying for my room for several days until I received a replacement credit card from Canada. Khann could easily have been working at a 5-star hotel based on his understanding of what a guest needs. There aren't many fancy hotels in this riverside tourist area. Most buildings are much shorter than 11 stories. The Paragon Central I think stands out as a very affordable budget/mid-level hotel, with a wonderful staff. One side of the surrounding tourist area is full of bars and massage places, and the other side on the riverfront is restaurants. Take your choice. This tourist area is very close to central downtown or palace area; easy walk (but hot!!!) or tuk-tuk ride.
