2.国内疫情中高风险地区人员应暂缓来（返）厦，待所在地区风险等级降至低风险后方可（来）返厦。发生本地疫情地区的乡亲确需来（返）厦的，须持48小时内核酸检测阴性证明。
3.所有来自或途径国内疫情中高风险地区的来（返）厦人员，需第一时间主动向所在社区/村居、单位、住宿酒店报备，一律实施14天集中或居家医学观察，不具备居家医学观察条件的一律集中医学观察，并按我市疫情防控规程实行新冠病毒核酸检测。
4.对所有来自或途经中高风险地区所在城市（直辖市的区）的低风险地区来（返）厦人员需查验入厦前48小时内核酸检测阴性证明，抵厦后需实施14天健康监测、纳入社区管理，非必要不外出，并按我市规程实行新冠病毒核酸检测。
5.其余低风险地区来（返）厦人员持健康码绿码，体温正常，在做好个人防护前提下可在厦门市自由有序流动。
6.省内从事高风险岗位人员出行或返乡前要向所在社区、村（居）委会和所在单位报备，须满足脱离工作岗位14天以上并持48小时内核酸检测阴性证明后有序出行和返乡。
