Both the hygiene and safety issues were appalling. 1. Regarding safety, three rooms lacked keys, allowing direct access from the outside. My friend's door was knocked on after 1 a.m., asking him to move rooms. Another friend's door was kicked and their suitcases were knocked over. 2. Cleanliness: No quilts were provided in any of the three rooms. Hair was found in all three rooms, and the sheets were clearly unwashed. My room had socks left behind by the previous guest. The shower in the bathroom didn't work, and the toilet bowl had urine stains. 3. The air conditioner was just for show and wouldn't turn on for an entire night! 4. The elevator was broken! 5. The carpet was smelly, and there were mosquitoes. I was bitten all night and couldn't sleep.

The hotel has one plus - it is located next to the train station and the bus from/to the airport. Well, and the boy who checked in and carried the luggage to the room tried his best. Otherwise, the hotel is very tired, tasteless, there was no hot water, smoke-filled. If the location is important to you and just throw your luggage and lie down, then it's fine. If you came to Baku for the holidays, then it's not a good option.
