It's a statue. Of a youth. I am not sure how something like this could be either excellent or terrible. I mean, it is just a statue, of a youth, in the middle of Prague.

The statue is apparently on the grounds of Prague Castle, not where it is shown on the map link. I’m sure the statue is impressive just wish we had seen it when we were on at the castle yesterday.
