It deviates a little from National Highway 244. There are no guide signs and parking lots especially. Lease the parking space at the ramen shop next door. Visited at noon on the first day of consecutive holidays. No one visits for free admission. A sticker is posted in the hall with 24km to Kunigo Island, and you can certainly see Kunigo Island on a sunny day from the window. It's a pity that the exhibits are cluttered and the concept is not clear. It seems that it will be listed as Saitama first in business classification.
You can see the islands of the Northern Territories.

The Northern Territories Pavilion is a facility where you can learn about all of the northern territories where Japan and Russia are fighting territorial disputes. Not only geographical things such as the state of the island and panoramic photographs, but also the animals and plants that live on the island n are introduced in detail.
Unmanned and free museum. The panel exhibition of the Northern Territories return activity stands out. The observatory only climbs to the 2nd floor, so it doesn't make much sense. It is a facility that doesn't know what it is open for because it costs electricity even if it is unmanned and free.
It is an exhibition hall that you can enter for free. There is also an observatory, and if the weather is nice, you can see Kunigo Island in the distance. Return the Northern Territories! It may be a facility that sings, but the essential exhibits are all from a long time ago, and I don't really feel the seriousness of wanting you to return them. I think you can enjoy it enough to visit without such heavy things.
It is an exhibition hall related to the Northern Territories in Shibetsu Town. From the observation space on the second floor, you can see Kunigo Island. It's free.
