The tower can be seen from either river bank. It is located just downstream from the Binger Loch, a man-made passage in the submerged rocks that enables freight vessels to pass the rocks.
Mäuseturm is possible to visit only with a special tour and by boat. It is not really worth to make a special effort to go inside, unless you are interested in Rhine river traffic regulation. Enjoy it...
