The headquarters of the New Fourth Army is located in Yunling, 25 kilometers west of Jingxian City. The headquarters of the New Fourth Army was moved here from Yansi in She County. The military headquarters was located in Luoli Village. The former site was originally two landlord manor houses, one called "Zhongmo Garden" and the other "Doctor's Manor", consisting of 71 private houses, a building and a small garden. Ye Ting, Xiang Ying, and Zhou Zikun all live here. Vice Chairman Zhou Enlai also stayed in the "Ink Planting Garden" when he visited Yunling. The beautiful appearance and spacious houses here are particularly majestic and solemn, which proves the countless years of history.

There are also offices and dormitories of the New Fourth Army generals Ye Ting, Xiang Ying and others.
The Military Headquarters of the New Fourth Army is the anti-Japanese armed forces led by the Communist Party corresponding to the military headquarters of the Eighth Route Army in Yan'an. It is now a famous red education base.
