Huai'an was called Shanyang County and Chuzhou in ancient times. Since the establishment of the prefecture, it has been the governing office of counties, prefectures, roads, and prefectures. A total of 199 prefects in the Ming and Qing dynasties served here, and the "Li Yuchang Disaster Relief Case", one of the four great cases of the Qing Dynasty, was tried. It has a long history and many stories. According to Huai’an local chronicles, this Huai’an government office was built in the third year of Hongwu in the Ming Dynasty (AD 1370).
