Located on the south bank of the picturesque Songhua River, the river bank of Daoli District, Harbin City, Heilongjiang Province, the terminal square of Central Street is in memory of the people of Harbin City overcoming the extraordinary flood in 1957. It was built in 1958 and is a symbol of this heroic city. It was designed by former Soviet designer Bagis Ziyelev and second generation architect Li Kuanyao of Harbin Institute of Technology, and the Harbin People's Flood Control Victory Memorial Tower was awarded the highest honorary award in China's construction industry. The memorial tower is composed of three-dimensional tower body and attached corridors. The tower is22.5 meters high and the tower is made of stone, which means that the embankment is firm and indestructible. The fountain in front of the tower symbolizes the brave and intelligent people of Harbin. They are taming the stormy river into a long stream of fine water, which is profitable and indestructible. For the benefit of the people, the lower level of the tower indicates the elevation of119.72 meters, marking the highest water level when the flood inundated Harbin in 1932; the upper level indicates the elevation of120.30 meters, marking the highest water level when the city's people defeated the flood in 1957.
