The Phoenix Pavilion is located inside the Shenyang Imperial Palace Museum, Shenhe District, Shenyang City. Constructed on a base of green brick, there are three floors, with three verandas constructed in the East Asian hip-and-gable style (Xieshan style). From ancient times, the "Daybreak at the Phoenix Tower" or alternatively just "the Phoenix Tower Scenery" was known as one of the "Eight Sights of Shengjing" (Shengjing being an ancient name for Shenyang). On the upper floor of the Pavilion can be found the poem "Ziqi Donglai", written by the Qianlong Emperor's own pen. This was also the place where the emperor would eat and read.
