This is a building on the right side of the way to Cape Kamui (about 3 minutes from the parking lot?). It is an old radio wave detector tower that was built in 1945 to detect Russia invading Hokkaido in advance. It looks like it's just a concrete tube.
I found it to be an artifact even from a distance. Since it is a historic building, I came to think of various things considering that it is in the strong wind from the north in winter.
