On March 7, Hong Kong’s Financial Secretary Paul Chan officially announced that around 6.3 million Hong Kong residents are set to receive the first installment of a HK$10,000 consumption voucher in their electronic wallet accounts. What is the 10,000 consumption voucher in Hong Kong?

The Hong Kong government has announced it will roll out a HK$64 billion anti-pandemic fund, in a bid to help its people get through these challenging times and accelerate economic recovery. This budget includes HK$20 billion to support local businesses and Hong Kong residents.

Under the Consumption Voucher Scheme (CVS), all permanent Hong Kong residents aged 18 and above will be eligible to receive a HK$10,000 consumption voucher, to help boost spending in the local economy. The government have stated the vouchers are not to be used for utilities, bills or daily essentials – they are designed for indulgence!

The consumption vouchers can be used to book hotels, staycations, flights, tours and tickets with Trip.com.

The voucher will be paid in two installments – one in April and another in August 2022. According to the government, the first batch of HK$5,000 e-vouchers will be distributed next month to the 6.3 million people who registered via electronic payment systems as part of last year’s CVS scheme.

How can people apply for and get the 10,000 Consumption Voucher in Hong Kong?

To register for the CVS, Hong Kong residents aged 18 and above can submit a paper form, together with a copy of their valid Hong Kong Identity Card, to the following address: Consumption Voucher Scheme Secretariat, GPO P.O. Box 185000, Hong Kong.

Anyone who successfully registered as part of the 2021 CVS does not need to register again.

According to Chan, the intention is to make the distribution process as swift as possible. “With the current serious Covid-19 situation, [we] don’t want to bother everyone,” he said in a recent statement. “Basically, if you haven’t lost your Octopus Card, there is no need for you to do anything to receive [the voucher],” he added.

If, however, your Octopus card has been lost or damaged since you first registered it, you can update your record through the official website. The old card will be invalidated and a new one provided under the latest CVS.

When can people apply for the new consumption vouchers in Hong Kong?

2022 SVF account registration opened at 2pm on March 7 and will remain open until March 25. All Hong Kong residents who have registered will receive their consumption vouchers through one of four official Stored Value Facility (SVF) partners: AlipayHK, Octopus, Tap & Go or WeChat Pay HK.

All those who are eligible will be notified by SMS or mobile app when the transfer is made.

When will the 10,000 consumption voucher be paid?

The first payment is scheduled for April 2022 (exact date TBC). AlipayHK, Tap & Go and WeChat Pay HK users will receive HK$5,000, while Octopus users will get HK$4,000. The remaining HK$1,000 of the first instalment will be sent on the 16th of the following month, but only if the first payment has already been spent. June 16 will be the earliest date it will be paid, while November 16 will be the latest.
