The elementary school stands at the ruins of Toba Castle, but it is already closed. It seems that the school building can still be used, but I think it was difficult to go to school on the mountain.
When I was walking around the ruins of Toba Castle while waiting for a nearby restaurant, I found this building right next door. It had an old and unique atmosphere, so I caught my eye. On the window glass was a sticker saying, "The former Toba Elementary School Building is a national registered tangible cultural property." It seemed that I couldn't put it inside, so I took a picture from the outside. There was a standing signboard under renovation of the outer wall in front of the gate, so I thought it was carefully preserved.

Former Toba Elementary School built on the ruins of Toba Castle. It is the oldest existing reinforced concrete building in Mie Prefecture. The building is open or you can't see it, so you just look at it from the outside.
It is located in Shiroyama Park, the site of Toba Castle, where the Kuki Suigun was based. It was used as an elementary school until about 5 years ago, and the site of Toba Castle Honmaru is a playground. It is now maintained as a park, but the building was built in the early Showa period and is preserved as a valuable building.
