Tiantishan Grottoes were founded in Beiliang (397-439) during the 16th Kingdom of Eastern Jin Dynasty. It was excavated from Beiliang Wangju Canal Meng Xun from 412 to 439 AD. In 1958, in order to solve the irrigation problem of the land in the Huangyang River basin, it was decided to build the Huangyanghe Reservoir near the Tiantishan Grottoes. In addition to the Big Buddha Grottoes, dozens of statues and more than 300 square meters of murals in the small grottoes tens of meters above the surface are transported to the Gansu Provincial Museum for preservation.

The Roshi Temple Tower was built in Houliang (386 ~ 400 years), and the tower and monastery were vigorously expanded in Tang Dynasty, and were repaired in Ming and Qing.
