We found out about this sign because we geocache and so heard the story. The stone monument and sign mark the birthplace of Ginza in the Edo period. But you will not know this if you don’t speak Japan...
Ginza was made in silver coins during the Edo period. Standing in front of the Tiffany store is the stone monument of the birthplace of Ginza. I found it in a corner of Ginza Chuo-dori from Exit 9 of Ginza 1-chome Station on the Yurakucho Line of Tokyo Metro in a 2-minute walk.
