The Tenman Shrine, which was relocated from Kyoto by Kiyomori Hirai in 1180, is also dedicated to Sugawara Michizane, the god of wisdom. It is now a shrine for studying, and there are various guards. "Kitano" is actually the same as the Kitano Ijinkan where the shrine is located, it is a nearby place name.
