The building itself is really impressive. However, I dont think Osaka skyline view worths it. You better visit it in daylight.

Fantastic view and amazing height building.You can enjoy a panoramic view of the metropolitan city of Osaka. I think I waited more than 30 minutes since I came on the weekend. Don’t have to queue. Go straight to 39 floor and redeem the voucher at the service counter. I’ve reached there before 6pm and managed to capture sunset and night sky view. Great experience. Highly recommended.
