What are Vietnam Tax Refund (VAT Refund) Rules 2026?

Source: iMoney.my
Vietnam Tax Refund (also called VAT Refund) is a program that lets international tourists claim back the Value-Added Tax paid on shopping in Vietnam.
From July 1, 2025 to December 31, 2026, Vietnam’s standard VAT rate is temporarily reduced from 10% to 8% for most goods, with only a small number of exceptions (e.g., alcohol, tobacco, luxury goods subject to special consumption tax). Tourists can reclaim a portion of this VAT when departing Vietnam.
How Much is Vietnam Tax Refund?
In 2026, you can reclaim 85% of the 8% VAT paid on eligible goods, equal to a net refund of ~6.8% of your total purchase value. The minimum spend to qualify is 2,000,000 VND (≈83 USD) per store per day.
- Standard VAT rate (2026): 8% on eligible goods
- Refundable portion: 85% of the total VAT paid (the remaining 15% is a fixed administrative fee charged by the scheme operator)
- Net effective refund rate: ~6.8% of your total pre-tax purchase value
- Minimum spend requirement: Minimum 2,000,000 VND (≈83 USD) per store, per day (multiple receipts from the same store on the same day can be combined to meet this threshold)
What are Requirements for Vietnam Tax Refund
You can only claim a Vietnam VAT refund if you meet all of these criteria:
- You are a non-Vietnamese citizen holding a valid international passport
- You are not a member of the flight crew on your departing international flight
- Your total stay in Vietnam is no longer than 183 days in the calendar year
- You are departing Vietnam via one of the designated international airports with VAT refund facilities
- You have purchased eligible goods within 60 days of your departure date
Where to Reclaim Vietnam VAT Refund?

Credit: lotte shopping
Vietnam’s tourist VAT refund can only be claimed when you depart the country, exclusively at designated international airports (land border crossings and most seaports do not offer tourist VAT refund services).
List of Airports with VAT Refund Counters
- Noi Bai International Airport (Hanoi)
- Tan Son Nhat International Airport (Ho Chi Minh City)
- Da Nang International Airport (Da Nang)
- Cam Ranh International Airport (Nha Trang)
- Phu Quoc International Airport (Phu Quoc)
Counter Locations at the Airport
- Customs Inspection & Verification Counter: Located in the public international departure hall (before security and check-in). This is where you present your goods, invoices, and passport for official customs stamping – this step is mandatory to receive your refund.
- Refund Payment Counter: Located in the restricted international departure zone (after security and immigration clearance). This is where you collect your refund after presenting the stamped documents and your boarding pass.
How to Claim Vietnam Tax Refund as a Tourist (Step-by-Step)

Credit: lotte shopping
Step 1: Shop at Eligible Stores (During Your Trip)
- Only shop at stores displaying the official "VAT Refund for Tourists" logo – these are retailers registered with Vietnam’s General Department of Customs for the scheme.
- At checkout, present your original physical passport (photocopies, digital photos, or e-passport scans are not accepted).
- Confirm your total spend meets the 2,000,000 VND (≈83 USD) minimum for that store on that day.
- Request and receive the official invoice cum tax refund declaration form from the cashier – a standard retail receipt will not be accepted for a refund. Ensure all details (name, passport number, purchase items, VAT amount) match your passport exactly.
- Keep the original form and invoice safe, along with the purchased goods – do not open, use, or consume the goods before your departure.
Step 2: Customs Verification at the Airport (On Departure Day)
- Arrive at the airport at least 3 hours before your international flight to allow time for the refund process.
- Before checking in your luggage, go to the VAT Refund Customs Inspection Counter in the public departure hall.
- Present the following for inspection:
- Original passport
- Original invoice cum tax refund declaration form
- All eligible purchased goods (must be unused, unopened, and in their original packaging)
- A customs officer will verify your goods and documents, then stamp your declaration form – no refund will be issued without this official stamp.
Step 3: Collect Your Vietnam Tax Refunds
- Complete check-in, security screening, and immigration clearance to enter the international departure zone.
- Locate the VAT Refund Payment Counter near your departure gate.
- Present your stamped declaration form, original invoice, passport, and boarding pass.
- Choose your refund method:
- Cash: Issued in Vietnamese Dong (VND) for immediate collection (recommended for small refund amounts).
- Bank/Card Transfer: Deposited to your international credit/debit card (processing time 5–15 business days, recommended for large refund amounts).

Tips & Common Mistakes about Vietnam Tax Refund

Critical Tips for Vietnam Tax Refund
- Keep all original documents in a safe place – photocopies or digital scans are not accepted for customs verification or refund payment.
- Take a photo of your stamped declaration form and invoice as a backup, but always bring the original physical copies.
- For high-value items (e.g., jewelry, electronics), keep them in your carry-on luggage to present to customs after security if requested.
- Check the expiration date on your declaration form – it must be issued within 60 days of your departure.
Common Mistakes about Vietnam Tax Refund
- Opening or using goods before inspection: Even partially opened or used items will be disqualified from a refund.
- Missing the customs stamp: You cannot get a stamp after clearing security/immigration, and no stamp means no refund.
- Using passport copies at purchase: Stores cannot issue a valid refund declaration form without seeing your original passport.
- Waiting until the last minute: Arriving at the airport with less than 2 hours before your flight may leave you no time to complete the verification and refund process.
- Combining receipts from different stores: Receipts can only be combined if they are from the same store, on the same day.
- Failing to declare high-value goods: For items over a certain value, you may need to complete additional customs declarations – confirm with the store at the time of purchase.

A Flawless Stay at Eastin Grand Hotel Saigon
From the moment my taxi pulled up to the sleek entrance of the Eastin Grand Hotel Saigon, I knew I was in for an exceptional stay. As a traveler who values both efficiency and comfort, this hotel completely blew me away by striking the perfect balance between upscale luxury and unmatched convenience.
The Ultimate Location
Location is everything in Ho Chi Minh City, and Eastin Grand nails it.
Airport Proximity: Situated just a brief 10-minute drive from Tan Son Nhat International Airport, it completely eliminates the stress of missing a flight or battling heavy traffic after a long journey.
City Access: It serves as a strategic launchpad. Whether I needed to zip into District 1 for sightseeing or head to the bustling commercial districts for meetings, the transit was effortless.
Premium Comfort & World-Class Hospitality
The indoor experience is just as seamless. My room was a haven of contemporary sophistication—spacious, impeccably clean, and fitted with plush bedding that offered a restful escape from the energetic city outside.
Standout Feature: The executive lounge access is a must-try. Sipping a perfectly crafted cocktail while looking over the city skyline was a daily highlight.
The staff deserves a special mention; their warm hospitality and intuitive service made me feel genuinely cared for, rather than just another room number. With its top-tier amenities, exquisite dining options, and frictionless logistics, Eastin Grand Hotel Saigon didn’t just host me—it elevated my entire Ho Chi Minh City experience. I cannot recommend it highly enough.FromTRY 3,868

Pros:
Historic building, pleasant courtyard with an indoor pool.
Ample toiletries provided in the bathroom, not just single items.
Attentive staff for cleaning and delivering amenities.
Cons:
The staff don't seem to understand the concept of guest service. Breakfast waiters practically knock you over, trying to get past first. The person delivering luggage to the room told us, 'I'll go first, you take the next elevator.' 😂
Breakfast needs a special mention:
Breakfast hours are until 9:30 AM, but in other hotels in Ho Chi Minh City where we stayed, breakfast was until at least 10:00 AM or 10:30 AM. However, the breakfast time isn't the only issue; waiters start clearing tables and milk pitchers at 9:00 AM, instead of serving guests. They focus on cleaning and clattering dishes, subtly hinting that breakfast is over. Furthermore, not once during our entire stay did anyone offer to bring/pour coffee. Cappuccinos and lattes are made by a separate barista; you can't make these drinks yourself from the coffee machine. There are no freshly squeezed juices. And what's unacceptable is the sour and overcooked vegetables – broccoli and cauliflower. It's surprising that the hotel management isn't monitoring the quality of their establishment; for comparison, look at the Pullman hotel.
In the evening, the cleaning lady in the fitness center was making a lot of noise while cleaning the changing room, making it difficult to concentrate even with headphones on.
Suggestions for the hotel: Train the staff on service and sort out the breakfast issues.FromTRY 4,523

Honestly, this place is beautiful, clean space, fantastic amenities, everything you could need at a gym, including sauna and steam rooms. The pool is basically on the roof with the spa's, beautiful view of the city when the weather is right. The room was spacious and used well with a table to sit at, reading chair, bed, TV, room service. The bathroom was a nice size, my room had a bath/shower combined it was lovely but very high just in case that's something you need to worry about (: the service was wonderful. I don't really have anything to fault about this place, but I wish I could have stayed longer :)

A French-style hotel with a lot of character. You'll always see the staff serving with a smile, helping you with the elevator, and greeting you politely. The rooms are clean, and the breakfast spread is incredibly rich. Today, I even had unlimited abalone! The swimming pool is beautiful. If this were a five-star hotel, the service, facilities, and breakfast would be absolutely impeccable, almost perfect. This is my top hotel choice in Ho Chi Minh City.FromTRY 7,024

Pros: amazingly delicious buffet breakfast from western to asian cuisines. Delicious food and always fresh seasonal fruits. Menu changes daily. Their Triple Roomnis quiet spacious with bonggavillas on window sills. Room is cleaned and linens changed on a daily basis. Bar at the rooftop with jacuzzis and spa pool which added to the zen vibes. Lobby is dimly lighted but just enough to light the way which I think uphholds to its ZEN vibes. The location is superb. Next to it are spas for hair, nails, massage and 3 mins walk right through ben thanh market, saigon square, saigon center. 10 mins walk to Notre Dame Cathedral. Easy to catch Grab. Staff are all very friendly, helpful and communicates in English well.
Cons: they don't have a swimming pool as what is advertised on its amenities. It's more like a spa pool where clients can sit, dip and maybe drink some coctails while watching the night lights and relaxing with the zen environment. However, the spa pool is perfect for my 8 yo nephew. He can play, swim on the pool without us worrying that the water might be deep for him. Bath tub is high so its not good for a short elderly client who got issues with mobility. My 78 yo mom got a hard time climbing in and out of the tub as its also slippery. We finally managed by letting her sit on th edge of the tub first before putting her foot in/out of the tub and putting towel on the floor of the tub while she's showering.FromTRY 2,008

Pros: Nice one bedroom with cozy living room and a full kitchen plus washing machine. The bed is comfortable.
The aircon was good and quiet.
The location is perfect - i often stay around that area, everything is very walkable, taxi is cheap and quick.
Some cons:
1) sometimes there is a cigarette smell coming from the ventilation - some guests are smoking inside
2) i think windows should be eventually replaced to modern with a better sound insulation as there are some places with loud music nearby
3) the window lock in my bathroom was brokenFromTRY 3,403

Hello, I was the guest in room 206, checking in on June 30th. After resting for a bit, I went out around 3 PM. When I left, my suitcase was open, and inside were clothes and a GoPro camera, which was attached to a neck strap mount and not easy to remove. When I returned in the evening, I noticed the room had been tidied. The next morning, I checked out and left my luggage at the hotel. Around 6 PM that afternoon, I returned to pick up my luggage to go to the airport. During that time, I opened my suitcase once at the luggage storage area to put something in. I didn't use the GoPro at all during my two days and one night in Ho Chi Minh City, so I didn't pay close attention to it. Afterward, I flew directly to Hanoi, and at the hotel there, I discovered my GoPro was missing from my suitcase, with only the neck strap mount remaining. I contacted you to help me look for the camera, but you said it hadn't been seen. After returning home, I carefully replayed all the events in my mind, and it's only possible that it went missing at your hotel. I hope that after seeing this review, you can help me check the surveillance footage again and contact me.FromTRY 5,368

1. 16sq. mtr room is marketed and sold as a 20sq.mtr room. Its basically a glorified/polished container box. There is no space even to unpack/open your luggage. This is outright fraud and cheating.
2. Air conditioning is very poor. Despite such a small room size, it takes nearly an hour for the room to reach the set temperature even if you open the door even once. The staff too has confirmed the same that it takes 30min to 1hour to reach the desired cooling after closing the room doors.
3. Air conditioning break downs frequently. We had booked 17 rooms for our a group of 34 people. 3 to 4 had broken AC. One of them shifted in the middle of the night to a new room. On complaining the first time, the engineer came and fixed the filter. However the staff blamed us for keeping the door open. On complaining again, I was assured that the staff if coming only to realize that they were lying. Had to go physically to the reception and get the room changed. They were hoping that I would sleep with the broken AC instead of taking the pain to come down to the reception. On top of that the windows don't open. You don't have any ventilation as well.
3. The doors and walls are very thin. You can hear every door closing and even the slightest noise/conversation from nearby rooms.
4. The staff is very cold and unhelpful. Despite acknowledging the known problem about the AC they try to blame the guest for keeping the doors open. How is the guest supposed to breathe with no AC and no ventilation? If you are frustrated and get angry at the staff, they threaten you to throw you out of the hotel in the middle of the night by calling the police.
5. The windows are completely transparent. The nearby bldg people can peep in to your rooms anytime and hence the curtains need to be kept drawn all the time.
6. I am vegetarian so didn't find much options in breakfast. There were some fruits but they would get finished fast and then not refilled even during valid breakfast hours.
When I checked reviews of this hotel after facing the above problems, multiple guests have reported the same issues.FromTRY 2,909

This is my go-to hotel whenever I'm in Ho Chi Minh City. It truly feels like coming home. It's a chain of serviced apartments, offering one-bedroom, two-bedroom, and three-bedroom layouts. Each type of apartment has the same basic layout and decor. The cleanliness is so exceptional that even someone with OCD would approve. The view from the room is superb. Feel like staying in e cloud. Receptionist are well trained and able to converse in fluent English. Room is huge and comfortable. Only down side in e room is the water pressure in the shower. As my event ended at 1pm, I requested for a late check out at 2pm. I was disappointed when I was told that the hotel is fully booked and they couldn't do it for me. That was really disappointing as it doesn't seem like full house when I went for breakfast.
I was expecting a huge and nice mall downstairs but was disappointed. There are limited shops and the shopping experience wasn't pleasant (aircon was not cool). My colleague & I had to park ourselves near the ice skating ring to enjoy the cooling temperature at that area. The room has a classic, beautiful, and clean design. The front desk staff are very welcoming. The hotel is located in the old town with various shops nearby, and it's close to Ben Thanh Market, Bui Vien Walking Street, and the Independence Palace. The breakfast spread is quite good, and those who enjoy Western food will be happy. When I had breakfast between 7:45 AM and 8:10 AM, everyone except me (an Asian) was a Westerner. This is a hotel of contradictions.
The facade is impressive. It's centrally located in District 1 near restaurants, shops and the Western quarter. The buffet breakfast selection is pleasing. The room size is generous. Staff are friendly and helpful. There's a forward thinking eco-friendly policy which clearly implemented throughout the hotel.
However, the hotel is let down by some of its facilities. For example, in the bathroom a spa has been placed under a shower head so that when you shower the water runs down the wall and floods across the bathroom floor from one side to the other and in front of the hand basin. The hot and cold water taps turn on in opposite directions and the cold tap is not fitted properly which causes it to move. My children were unable to turn the shower on or off without adult help. The shower head is also too low and my 6 foot husband had to crouch down to shower.
Another problem area is the rooftop pool area. The clear rooptop pool perimeter fence is woefully too low. I watched a child climb out of the pool to the ledge between the pool and the perimeter fence and I was very worried for his safety. One wrong slip or stumble and there's nothing stopping the child from toppling over the edge and 11 floors down.
This hotel has a lot going for it but also has further room for improvement.FromTRY 2,621

This place is hard to find even to some locals, and its especially hard for foreigners to come by for the first time. It's a newly building with security at the lobby, and there are shops and restaurants near by which is convenient. However; there is hardly a management of this property, we booked for 4days 3 nights and there were only 4 bottles in total and we had no respond when we required for more water bottles.(good thing is shops are close by.) Secondly, we also had no respond when we requied of house cleaning, we found and killed Cockroaches everyday. Last but not least, the third night of stay hot water running out, I had to take a cold shower. I don't mind taking cold showers in Vietnam's current weather, its just i didnt have an option of hot water makes this stay less worthy.
There are also some pros of this property, the views are good, you get to see the landmark 81 building right outside the window, and some parts of river view. Besides the views, they use good quality bedding appliances (mattresses are great) and electrical appliances(dryer in your closet, you get to hang your wet clothes, sanitize and dry them).
Overall, I would come back and live here if the management can starting to catch up.FromTRY 6,192

This hotel is perfect for just lying around, relaxing, and doing absolutely nothing.
We stayed in the Aqua Villa. The room was excellent – clean, beautiful, and comfortable.
The private in-room pool had rather warm, even hot, mineral water. The downside was that over the week, the pool was only cleaned once, on the first day. A lot of leaves and flowers fall into the pool.
Breakfasts were excellent.
On weekdays, the hotel was almost empty. It only got busier on weekends.
The grounds are very large and beautiful.
Mineral pools, mud baths, etc., all cost extra! The only free amenities are the general pools (several of them) and the forest for walks.
There's only one restaurant. There are no shops or anything else. You can't rent a motorbike anywhere.
Grab, Maxim, and similar services don't operate here.
You can only get to Binh Chau by taxi – 300,000 VND round trip.
There's absolutely nothing to do in Binh Chau. And everyone stares at Russians like they're some exotic creature. Everyone wants to come up and say 'Hallow'.
Conclusion: If you just want to relax in peace and quiet, do nothing, simply unwind and benefit from the mineral pools and mud baths, this is an excellent option!
If you're looking for hustle and bustle with lots of restaurants, shops, and tourists – this is definitely not the place for you!
It's an excellent option to just relax here for a week, and then head to Mui Ne (a 2-hour taxi ride).FromTRY 2,543

We loved our stay at the hotel! The staff was great and helpfull, the breakfast was very nice with multiple options including an egg station and fresh juices. There is a pool, but we did not use it. The location is also great, it is walking distance to multiple sightseeing areas and a mall. We would stay here again when we come back to Ho Chi Minh!FromTRY 3,459

My third time at this hotel. Very convenient because of the location, the reception staff are very pleasant and happy to help you. The breakfast is very boring. Cheap ingredients. And the room is too small for the number of guests even though they added a room. Going down the stairs is not the most convenient. And the service lacks character, the cook does a great job and always fills in what is missing. You can see that he is professional and experienced. And he is also very friendly. But we took sandwiches for the long train ride and I must say that this was the biggest disappointment. Because I did not take a sandwich down to the kitchen for myself, because to get a sandwich from the dining room I am supposed to pay extra. Although only a few dollars, the principle is completely stupid. The sandwich I received was terrible, dry, boring, made from two slices of cheap bread, a kind of cheese leaf and a hard-boiled egg. Something really inedible. Bread that chokes you. I prefer nothing to this free nothing.FromTRY 1,493

The hotel has an American style, with rather vintage furniture and bathrooms. Its location is excellent, making it convenient to go anywhere. As an old-brand five-star hotel, it guarantees basic hygiene and service. However, it's not recommended for travelers with high expectations for hotels. On the other hand, the breakfast here is fantastic; the restaurant is spacious with a wide variety of options. During my Christmas stay, they even had Santa-themed dishes, and the French bread at breakfast was delicious. Overall, it's a hotel with great value for money.FromTRY 4,262

This was our first time visiting Vietnam, and our family had a wonderful stay. We were very satisfied with the hotel's convenient location and excellent facilities. We especially enjoyed the daily afternoon tea, the swimming pool, the complimentary drinks in the Executive Lounge, and the chocolates delivered to our room every evening. These thoughtful touches made our stay extra special.
The only minor area for improvement would be the sound insulation of the balcony door, as there were small gaps that allowed some outside noise into the room. Improving the seal would make the room even more comfortable.
Overall, we had a fantastic stay and would definitely recommend this hotel to anyone visiting the city. We look forward to staying here again.FromTRY 4,269

Excellent location!
Great views of the city from the gym and rooftop bar.
Unfortunately I was woken up at 6am on one day by loud music outside. Building work also started around 8am each day.
A great hotel in a great location, but very noisy, not always noise to be expected of a city centre hotel.FromTRY 6,087

This hotel is absolutely fantastic! We had a booking through ***********, but for some reason, when we arrived, it showed as canceled, which was incredibly confusing, especially since it was already 2 AM. We were in a bind, unable to find another suitable hotel. Thankfully, the front desk attendant was incredibly helpful and enthusiastically assisted us in finding and contacting another hotel. We went there to check in. However, I still wanted to move back here the next day. The room here is wonderful, the mattress is super comfortable, and the decor is tasteful, clean, and tidy. I really loved it and would definitely stay again. A special thanks to that front desk attendant!FromTRY 7,059

A quaint and cosy hotel in a good location, walking distance to Saigon Centre, Saigon Square, Ben Thanh Market, Bookstreet and Vincom Centre. Room is spacious but can have more lighting. Sound proofing is not very good as we can hear an elderly couple quarreling on our 2nd night at a building rooftop near the hotel. Made a remark in my booking on our wedding anniversary and hotel made the effort to design the bed. There were issues with the aircon before we checked in and we were offered drinks on their 10th floor cafe (which served hi-tea for guest daily). Hotel breakfast spread is good, mix of local food and intercontinental breakfast. Overall good for the location and breakfast selection.FromTRY 4,044

Is very 5 star hotel and service is very high class. The room is also very clean. However, the room is abit squeezy but overall is good experience. One night SGD 160 is quite reasonable. The concierge team is very experience and friendly in helping us find a 24 hour clinic. The view at floor 25 is really good. Excellent location. Friendly staff. Saigon Center, Saigon Square, Ben Thanh Market (Be cautious as goods here tend to be ridiculously marked up. Always bargain and do your research! We went to Tan Dinh Market instead for nuts and dried fruits) all within walking distance. Right across Museum of Fine Arts. Lots of local dining options and cafesin the vicinity. Cheap banh mi and store with a few cheap souvenir items right beside the hotel. Short Grab ride away to other tourist destinations. We got a room with a small window. Really clean. Comfy sheets. Free water refill at the lobby. Soundproofing could be better but would recommend to family and friends.FromTRY 2,297

We did not have a perfect experience from this stay at Somerset HCM hence no full marks. Apartment - we were allocated a non-ideal ground floor 2 bedroom apartment facing the swimming pool, we requested for a change of room at the point of check in but were denied repeatedly. There was a pool party at the pool with a high noise level. We made a complaint, the reception then offered a room change for the next day but we declined having already unpacked & settled in. There is no pool view as we had to close the curtains throughout the stay for privacy reasons. The TV in the master bedroom was not working at all, we made a request, they repaired the TV after a long time on the second night but it was spoilt again. We gave up & did not made another request. The TV should have been checked that it is in order before allowing guests to check in. Other than these 2 negative points, the apartment was simply great. The kitchen was clean and well equipped with a washing machine, microwave and conventional ovens, crockery & kitchen utensils. The 2 bedrooms and bathrooms were clean and well equipped too. Housekeeping is great, apartment was cleaned and refreshed well daily. Location is fine. It may not be that convenient to shopping, food & places of interest but it is not a problem at all in HCM as it is so easy and affordable to take a Grab to anywhere. For info, we stayed 3 nights and paid higher than average rates for this 2 bedroom apartment.FromTRY 4,657

The hotel is located off a quieter street, within 12mins walking distance to Ben Thanh market. There’s a coffee place right at the entrance of the hotel serving great coffee. 2 bottles of water replenished daily in the room with drip coffee and tea bags available. Toilet works great, no foul smell, no leaks and flush working properly. Room is well air conditioned, we had a good rest here. There’s simple breakfast provided in the restaurant located at level 11.
