What are Vietnam Tax Refund (VAT Refund) Rules 2026?

Source: iMoney.my
Vietnam Tax Refund (also called VAT Refund) is a program that lets international tourists claim back the Value-Added Tax paid on shopping in Vietnam.
From July 1, 2025 to December 31, 2026, Vietnam’s standard VAT rate is temporarily reduced from 10% to 8% for most goods, with only a small number of exceptions (e.g., alcohol, tobacco, luxury goods subject to special consumption tax). Tourists can reclaim a portion of this VAT when departing Vietnam.
How Much is Vietnam Tax Refund?
In 2026, you can reclaim 85% of the 8% VAT paid on eligible goods, equal to a net refund of ~6.8% of your total purchase value. The minimum spend to qualify is 2,000,000 VND (≈83 USD) per store per day.
- Standard VAT rate (2026): 8% on eligible goods
- Refundable portion: 85% of the total VAT paid (the remaining 15% is a fixed administrative fee charged by the scheme operator)
- Net effective refund rate: ~6.8% of your total pre-tax purchase value
- Minimum spend requirement: Minimum 2,000,000 VND (≈83 USD) per store, per day (multiple receipts from the same store on the same day can be combined to meet this threshold)
What are Requirements for Vietnam Tax Refund
You can only claim a Vietnam VAT refund if you meet all of these criteria:
- You are a non-Vietnamese citizen holding a valid international passport
- You are not a member of the flight crew on your departing international flight
- Your total stay in Vietnam is no longer than 183 days in the calendar year
- You are departing Vietnam via one of the designated international airports with VAT refund facilities
- You have purchased eligible goods within 60 days of your departure date
Where to Reclaim Vietnam VAT Refund?

Vietnam’s tourist VAT refund can only be claimed when you depart the country, exclusively at designated international airports (land border crossings and most seaports do not offer tourist VAT refund services).
List of Airports with VAT Refund Counters
- Noi Bai International Airport (Hanoi)
- Tan Son Nhat International Airport (Ho Chi Minh City)
- Da Nang International Airport (Da Nang)
- Cam Ranh International Airport (Nha Trang)
- Phu Quoc International Airport (Phu Quoc)
Counter Locations at the Airport
- Customs Inspection & Verification Counter: Located in the public international departure hall (before security and check-in). This is where you present your goods, invoices, and passport for official customs stamping – this step is mandatory to receive your refund.
- Refund Payment Counter: Located in the restricted international departure zone (after security and immigration clearance). This is where you collect your refund after presenting the stamped documents and your boarding pass.
How to Claim Vietnam Tax Refund as a Tourist (Step-by-Step)

Credit: lotte shopping
Step 1: Shop at Eligible Stores (During Your Trip)
- Only shop at stores displaying the official "VAT Refund for Tourists" logo – these are retailers registered with Vietnam’s General Department of Customs for the scheme.
- At checkout, present your original physical passport (photocopies, digital photos, or e-passport scans are not accepted).
- Confirm your total spend meets the 2,000,000 VND (≈83 USD) minimum for that store on that day.
- Request and receive the official invoice cum tax refund declaration form from the cashier – a standard retail receipt will not be accepted for a refund. Ensure all details (name, passport number, purchase items, VAT amount) match your passport exactly.
- Keep the original form and invoice safe, along with the purchased goods – do not open, use, or consume the goods before your departure.
Step 2: Customs Verification at the Airport (On Departure Day)
- Arrive at the airport at least 3 hours before your international flight to allow time for the refund process.
- Before checking in your luggage, go to the VAT Refund Customs Inspection Counter in the public departure hall.
- Present the following for inspection:
- Original passport
- Original invoice cum tax refund declaration form
- All eligible purchased goods (must be unused, unopened, and in their original packaging)
- A customs officer will verify your goods and documents, then stamp your declaration form – no refund will be issued without this official stamp.
Step 3: Collect Your Vietnam Tax Refunds
- Complete check-in, security screening, and immigration clearance to enter the international departure zone.
- Locate the VAT Refund Payment Counter near your departure gate.
- Present your stamped declaration form, original invoice, passport, and boarding pass.
- Choose your refund method:
- Cash: Issued in Vietnamese Dong (VND) for immediate collection (recommended for small refund amounts).
- Bank/Card Transfer: Deposited to your international credit/debit card (processing time 5–15 business days, recommended for large refund amounts).

Tips & Common Mistakes about Vietnam Tax Refund

Critical Tips for Vietnam Tax Refund
- Keep all original documents in a safe place – photocopies or digital scans are not accepted for customs verification or refund payment.
- Take a photo of your stamped declaration form and invoice as a backup, but always bring the original physical copies.
- For high-value items (e.g., jewelry, electronics), keep them in your carry-on luggage to present to customs after security if requested.
- Check the expiration date on your declaration form – it must be issued within 60 days of your departure.
Common Mistakes about Vietnam Tax Refund
- Opening or using goods before inspection: Even partially opened or used items will be disqualified from a refund.
- Missing the customs stamp: You cannot get a stamp after clearing security/immigration, and no stamp means no refund.
- Using passport copies at purchase: Stores cannot issue a valid refund declaration form without seeing your original passport.
- Waiting until the last minute: Arriving at the airport with less than 2 hours before your flight may leave you no time to complete the verification and refund process.
- Combining receipts from different stores: Receipts can only be combined if they are from the same store, on the same day.
- Failing to declare high-value goods: For items over a certain value, you may need to complete additional customs declarations – confirm with the store at the time of purchase.

The location is pretty close to the airport, and not too far from Districts 1 and 2. In December, the elevator was under maintenance, which made going up and down a bit inconvenient. The front desk staff seemed a bit more rigid compared to what I'm used to in China.From$74

Really loved our stay there, it was a very comfortable, clean and an excellent experience. Didnt require a deposit, lent us an iron with board, and the room was large with a great view on a high floor. Hard to find in SGN. The restaurant was quite nice too with good views on the top. The only downside was the location was a little far from the attractions and need to rely on Grab which was from 60 to 120k vnd depending on demand to get to the main places.From$58

The hotel is located in the heart of Ho Chi Minh City, offering great convenience. It's right in the bustling commercial district, with the Opera House, Independence Palace, and Ho Chi Minh Square all within close proximity. It's an established five-star hotel; while the facilities are a bit dated, they are well-maintained, and the bed is very comfortable! I specifically requested a high floor, so the noise from motorbikes wasn't much of an issue. The Saigon River is right outside the window, and the area has developed quite rapidly in recent years. The front desk service was okay; their Chinese wasn't very fluent, but their English was good, and they proactively helped me arrange a taxi. All in all, it was decent.From$142

Understand from the staff that the hotel was recently renovated about 3 years ago. Overall room is clean and good size for my ordered room size with window.
Only comment is the complimentary tooth paste could be better instead of the paper packaging tooth paste which is insufficient. Other than that, it is a great hotel for this price range.

I had a lovely stay at Alagon Saigon Hotel & Spa in District 1. The location is absolutely perfect close to Ben Thanh Market, cafes, restaurants, and everything you need, yet still tucked away enough to feel comfortable and safe.
The staff were warm, welcoming, and always ready to help. Check-in was smooth, and I appreciated how attentive and professional everyone was throughout my stay. Traveling solo, I felt very comfortable here.
The room was clean, well-maintained, and had everything I needed. The bed was comfortable, the shower pressure was great (very important after long walking days!), and housekeeping kept everything spotless.
One of my favorite parts was the rooftop area such a nice place to unwind. The pool and spa facilities were a bonus, especially after exploring the city. It felt like a little oasis in the middle of busy Ho Chi Minh City.
Breakfast had a good variety, and I enjoyed having both local and Western options.

The hotel has an American style, with rather vintage furniture and bathrooms. Its location is excellent, making it convenient to go anywhere. As an old-brand five-star hotel, it guarantees basic hygiene and service. However, it's not recommended for travelers with high expectations for hotels. On the other hand, the breakfast here is fantastic; the restaurant is spacious with a wide variety of options. During my Christmas stay, they even had Santa-themed dishes, and the French bread at breakfast was delicious. Overall, it's a hotel with great value for money.From$96

This is a hotel of contradictions.
The facade is impressive. It's centrally located in District 1 near restaurants, shops and the Western quarter. The buffet breakfast selection is pleasing. The room size is generous. Staff are friendly and helpful. There's a forward thinking eco-friendly policy which clearly implemented throughout the hotel.
However, the hotel is let down by some of its facilities. For example, in the bathroom a spa has been placed under a shower head so that when you shower the water runs down the wall and floods across the bathroom floor from one side to the other and in front of the hand basin. The hot and cold water taps turn on in opposite directions and the cold tap is not fitted properly which causes it to move. My children were unable to turn the shower on or off without adult help. The shower head is also too low and my 6 foot husband had to crouch down to shower.
Another problem area is the rooftop pool area. The clear rooptop pool perimeter fence is woefully too low. I watched a child climb out of the pool to the ledge between the pool and the perimeter fence and I was very worried for his safety. One wrong slip or stumble and there's nothing stopping the child from toppling over the edge and 11 floors down.
This hotel has a lot going for it but also has further room for improvement.From$50

This place is hard to find even to some locals, and its especially hard for foreigners to come by for the first time. It's a newly building with security at the lobby, and there are shops and restaurants near by which is convenient. However; there is hardly a management of this property, we booked for 4days 3 nights and there were only 4 bottles in total and we had no respond when we required for more water bottles.(good thing is shops are close by.) Secondly, we also had no respond when we requied of house cleaning, we found and killed Cockroaches everyday. Last but not least, the third night of stay hot water running out, I had to take a cold shower. I don't mind taking cold showers in Vietnam's current weather, its just i didnt have an option of hot water makes this stay less worthy.
There are also some pros of this property, the views are good, you get to see the landmark 81 building right outside the window, and some parts of river view. Besides the views, they use good quality bedding appliances (mattresses are great) and electrical appliances(dryer in your closet, you get to hang your wet clothes, sanitize and dry them).
Overall, I would come back and live here if the management can starting to catch up.From$182

I’ve been in Saigon for months now moving from hotel to hotel. The Myst Dong Khoi is an excellent choice among the options.
The best feature, and one that matters a lot here, is quiet and peace. The Myst’s rooms are very quiet. I worked inside my room for hours and didn’t hear much.
The hotel is cute and well run. Lovely staff. Efficient processes. Well priced and very well situated in a safe and western-friendly location. I will absolutely stay here again. And I did. For another week!!

We booked a Signature River View room. The room was well-equipped, though not quite as good as an Atour Hotel in China, but the service was truly excellent! From 6:30 PM to 8:30 PM, they have cocktails (but we didn't go, haha). There's free laundry service daily and chocolates left for you at night. The service really is top-notch! We stayed for six nights.
Pros:
- Excellent location in a tourist area, close to all amenities and shops.
- Polite service with excellent English.
- Daily towel changes, room cleaning, water, and toiletries.
- Great cafe right outside on the ground floor.
- Good breakfast from 7 to 10 AM, but the later you go, the less selection there is.
- Air conditioning works perfectly.
- Real plants with drip irrigation – very nice.
- At first glance, a cozy room with a balcony.
Cons:
- Due to the plants on the balcony, tiny bugs constantly crawl around the room, bed, and bathroom. They are harmless, like specks of sand, but caused a slight discomfort.
- The bathroom wasn't the cleanest due to humidity and old renovations. It was always cleaned, but it looked old and musty.
- Not all drinks were refilled daily, contrary to what some reviews mentioned. Initially, there was beer, Pepsi, tea, and water.
- Poor soundproofing; noises from the corridor and the neighboring room were audible.
- And most importantly – street noise. A closed balcony didn't help; there was noise on the street until midnight and starting at 9 AM. Sports broadcasts, hawkers, construction from neighboring buildings – everything was audible, as if you were right on the street. Since our balcony faced the street, we experienced this; perhaps there are other room options with windows facing inwards.
Overall, the hotel isn't bad for its price and genuinely tries to be good, but the longer we stayed, the more downsides we noticed. We wish them continued improvement!From$51

Everything is normal here, but there is a lot of noise because this place is in the main area. There is also a very serious issue here. It is not related to the hotel, but whenever someone goes for a walk in this area, the security people who work for the bars often misbehave, especially with travelers. They sometimes try to snatch phones or money, and in some cases they even push or hit people. They also kick people from behind and try to force them inside the bars.
This is a very bad experience, and I have never seen something like this in any other country. From what I have seen, this problem seems to be mainly in the Bui Vien area of Ho Chi Minh City.From$3
