What is the Singapore Arrival Card (SGAC)?

The Singapore Arrival Card (SGAC) is a mandatory electronic declaration system introduced by Singapore’s Immigration & Checkpoints Authority (ICA) in March 2020, replacing the traditional paper disembarkation/embarkation card . It integrates immigration clearance information and a digital health declaration, and it‘s a key document for foreign visitors to enter Singapore.
Notably, the SGAC is not a visa. Even visa-exempt nationals must submit it before arrival, and approval does not guarantee entry—final eligibility is determined by ICA officers at checkpoints . Upon successful submission, travelers receive a confirmation email with an electronic Visit Pass (e-Pass), which replaces the physical passport stamp.
Do I Need a Singapore Arrival Card?

Most travelers to Singapore are required to submit the SGAC, with the following exceptions :
- Travelers transiting through Singapore without clearing immigration (i.e., not leaving the transit area).
- Singapore Citizens, Permanent Residents (PRs), and long-term pass holders (e.g., student passes, dependent passes, work passes) entering via land checkpoints (Woodlands or Tuas).
All other foreign visitors, including those eligible for visa-free entry (e.g., Hong Kong SAR passport holders with 30-day visa exemption ), must complete the SGAC before arrival.
How Early Can I Submit My SG Arrival Card?
According to the latest ICA regulations (2026), travelers must submit the SGAC within 3 days (72 hours) prior to arrival, including the arrival day . Submitting too early (beyond 72 hours) is not allowed, as the system will not display your intended arrival date .
Example: If you arrive in Singapore on January 30, you can submit the SGAC from January 28 onwards. To avoid last-minute delays, it is recommended to complete submission 1-2 days before your trip.

How to Download the Digital Singapore Arrival Card

The SGAC online entry form is fully digital—no physical card is issued. You can access and submit it via two official, free channels (third-party paid services are not authorized by ICA ): Visit the ICA SG Arrival Card page. There’s also the MyICA Mobile app for iOS and Android.

- Download the MyICA Mobile app (available on iOS App Store and Google Play Store). For Android users unable to access Google Play, use the official website (see 4.2).
- Open the app and select “Foreign Visitor – SGAC” .
- Adjust the language settings (Simplified Chinese, English, etc.) via the top-right menu for easier operation.
- Proceed to fill in and submit the form (detailed in Section 5). The app allows scanning your passport to auto-import basic information, reducing manual input errors.

- Visit the ICA official SGAC page: Ensure the webpage shows “A Singapore Government Agency Website” at the top-left to avoid fraudulent sites.
- Navigate to “Visitor” → “SG Arrival Card” → “Submit SGAC”.

Have these ready before you start to avoid interruptions:
- Valid passport (scan the bio page for auto-input if using the app).
- Flight/transport details (flight number, arrival mode: commercial aircraft, land, or sea).
- Singapore accommodation address (hotel booking confirmation or residential address; select “Other” if in transit).
- Contact information (international phone number with roaming enabled, email address).
- Health status details (for the mandatory health declaration section).
Singapore Arrival Card - Submission Process
- Enter personal details: Input or scan passport information (passport number, expiry date), full name, date of birth, and nationality.
- Fill in travel details: Select arrival date, purpose of visit (tourism, business, etc.), departure city before Singapore, and destination city after leaving Singapore.
- Complete health declaration: Truthfully declare your health status (e.g., no fever, cough, or other symptoms). Update the declaration immediately via the “Update SGAC” function if your health condition changes after submission.
- Review and submit: Double-check all information (errors may lead to entry denial). Submit the form once confirmed.
- Save confirmation: A PDF confirmation with a QR code will be generated. Save it digitally (phone, tablet) or print a copy. You will also receive the confirmation and e-Pass via email.

- Passport validity: Minimum 6 months from the date of arrival in Singapore.
- Visa status: The SGAC is separate from a visa—ensure your visa (if required) is valid before submission.
- Supporting documents for immigration checks: Prepare return flight tickets and accommodation bookings to present to ICA officers if requested.
- Health requirements:
- Vaccinated travelers: May need to present a WHO-recognized vaccine certificate (children aged 12 and under are exempt).
- Unvaccinated travelers: Must provide a negative PCR test result taken within 48 hours before departure, plus an insurance policy with a minimum coverage of SGD 30,000.

How Much is Singapore Arrival Card Fees
Submitting the SGAC via official channels (MyICA App/ICA website) is completely free.
Be cautious of third-party agencies charging fees (e.g., 34 EUR or 25 USD)—these services are not affiliated with ICA and offer no additional benefits. Any request for payment during official submission is a red flag for fraud. Report fraudulent websites to ICA immediately.
How to Enter Singapore When You Arrive
Singapore has fully implemented self-service immigration clearance since February 2024, with no manual counters available . Follow these steps for smooth entry:
- Prepare documents: Have your valid passport and SGAC confirmation (digital or printed QR code) ready.
- Self-service clearance: Use the automated gates (242 available at Changi Airport ). Eligibility for self-service clearance includes:

Rooms facing the street or near the elevator shaft can have corridor noise, so if you're a light sleeper, remember to ask the front desk for an inner room. Late check-out is not supported, which is a rigid policy.

I had a really good stay at Travelodge Harbourfront Singapore, and honestly, the hotel was greater than I expected.
First, let’s talk about the location. It’s located just opposite VivoCity, so everything is really convenient. The MRT station is about a 5-minute walk away, and if you’re looking for breakfast or a quick meal, you can easily walk over to VivoCity. There’s even a linkway connecting the hotel to the mall, which makes getting around so easy, especially after a long day outside.
The lobby is cozy and comfortable, with plenty of seating areas. The staff were also really nice and welcoming. I was especially glad that they kindly offered us an early check-in, which was really helpful.
The room is small, but honestly, it was good enough for two people. The highlight for me was definitely the bed — SO comfortable! I slept really well every night after a long day of walking around Singapore.
I also liked that the bathroom separates the dry and wet areas. And the shower pressure was surprisingly strong! After being out the whole day, having a good hot shower was one of the little things I really enjoyed.
They also provide bottled water, disposable slippers, coffee and tea, as well as some basic necessities tucked away in the drawers, which was convenient.
Overall, I had a really comfortable and pleasant stay here. I especially loved how comfy the bed was — after a long day out, coming back to a comfortable room and a good shower was exactly what I needed. ❤️

The hotel is right outside the MRT Bencoolen Station. It was raining when I arrived, but I didn't need an umbrella.
The amenities are quite basic.
I was grateful for the slippers.
There's no partition between the shower, toilet, and sink, and no curtain in the shower area. Every time I showered, the floor would get soaked, so I had to be careful to prevent water from reaching the sink area.
The TV worked on the first day but not from the second day onwards.

THIS HOTEL IS CYLINDRICAL BECAUSE THEY'VE CUT EVERY CORNER!
I really wanted to like this hotel. The location is excellent and the pool and surrounding gardens are genuinely lovely. Unfortunately, what started out as a promising stay (from the photos) turned into one of the most unsettling hotel experiences I've ever had.
On my second night, at around 10pm, I encountered two men entering the rooftop pool on the 3rd floor. They asked me to hold the door open as I was returning to my room next door after a moonlit swim because they were laden with several carrier bags. I thought they were staff.
The following morning, around 8am, I returned for a sunrise swim and recognised the same two men. They appeared to have spent the night sleeping on the sun loungers. They were smoking and drinking - polishing off an entire bottle of whisky at around 10am. There was no staff presence and seemingly nobody had checked the pool area for approximately 12 hours.
I didn't feel safe swimming and reported what I had found to reception. Rather than feeling reassured, I was interrogated by reception staff and told there was no manager on duty. Their reaction was remarkably casual - they seemed fairly nonplussed, simply saying, ”We'll send someone up.”
What concerned me most is that the lifts are not guest-card activated, meaning anyone entering the bustling hotel lobby can gain access to all guest floors. My room was on the third floor, adjacent to the pool.
I later asked reception about the men. ”Oh yes, they're gone now.” No apparent apology, concern or urgency and still no manager available. When I left the following day, I specifically asked to speak to a manager and, once again, there was nobody on duty.
Unfortunately, lax security and two unidentified men bedding down for the night at the pool wasn't the only problem.
The thin mattress was so old and worn that the coiled springs were digging into my back, hips and elbows. The bedding was a scratchy brown blanket rather than a proper duvet. An enormous construction site next door started work at exactly 8am every day.
The pool itself has seen better days. The sun loungers were worn, tired, smelly and in need of replacement. Even the blue pool slide advertised by the hotel was bone dry and completely out of use.
There was no drinking water provided. When I asked for a bottle for the first night, I was told no. When I asked about a filtered water tap, I was told no - I could boil the kettle, drink the bathroom water or go to 7-Eleven. Their lackadaisical response was borderline laughable!
One final warning for non-smokers: cigarette smoke is a significant issue. The Level 2 corridors are thick with smoke which permeates the hotel. If you are sensitive to smoke, I recommend requesting Level 3 or above, which benefits from an open atrium allowing air to circulate. Smoking around the pool was also constant during my stay.
The Wi-Fi was patchy and there was absolutely no Wi-Fi around the pool.
The irony is that the hotel has a beautiful rooftop pool and an excellent location. I gave both 5/5 because they genuinely deserve it. But I gave the service 1/5 because the lack of security, staff presence and management response left me deeply uncomfortable as a solo traveller.
There wasn't a single corner of this hotel where I didn't feel like something had been cut back and, by the end, I couldn't help wondering whether I'd inadvertently booked myself into a budget youth hostel rather than a 3.5-star hotel, as advertised.
What makes this all such a shame is the hotel's potential. With its riverside views, excellent location, beautiful rooftop pool and gardens, this could be an exquisite venue with a complete refurbishment and, crucially, the right management team. The bones are there - it just desperately needs care, investment and proper management.

Near to hotspot cafes in Arab Street and Haji Lane, lots of cafes around for good coffee and food.
Hotel room itself was not too bad. Comfortable for one night/short stay. Though you can hear what is happening along the corridor despite having door closed and locked (people walking/running, talking/laughing… all can be heard clearly).
Door latch in room was not in working condition too.

It is well-known that hotels in Singapore are famously small and expensive. The advantage of Hotel Mi Bencoolen is its great location—it's right outside Exit B of the Bencoolen MRT station. There is a food court across the street in Lazada for convenient dining, and getting to Marina Bay and VivoCity is also very easy. The downside is that the rooms are truly tiny; if you are of a larger build or sharing with another person, it feels very cramped. Additionally, the soundproofing is extremely poor—so much so that there are quietness signs in the hallways, and any noise from the corridor can be heard clearly inside the room. Also, the room faces a parking lot, and the sound of every car going over the speed bumps is crystal clear, which heavily impacts sleep quality. Room cleanliness is acceptable. The bathroom only provides the absolute basics: bath towels, toothbrushes, and shampoo/body wash.

My friend and I had booked our rooms separately, so I sent an email the day before requesting rooms close to each other and as quiet as possible. Within 10 minutes, I received a polite reply from the desk manager, and they actually accommodated our requests—I was so grateful! 😆
The front desk staff were also very welcoming and pleasant.
On the morning of our departure, they promptly called a taxi for us right on the spot and even let us know the fare would be $21.5 in advance.
While the room was about as compact as a Toyoko Inn, we were able to open our cabin-sized carry-on luggage on the designated luggage rack above the hangers. It was fully equipped with all the essentials: an electric kettle, hair dryer, iron, refrigerator, and more. We couldn't hear any noise or talking from the adjacent rooms at all. If I had to pick just one minor issue, it would be that the air conditioning was a bit loud 😅, though that might just be because I'm a light sleeper. However, there were no unpleasant mechanical or motor noises, so I slept soundly through the night. The location near Orchard Station was also fantastic.

This downtown hotel is very close to the MRT, right next to Marina Square and Suntec City, making dining and shopping very convenient. It's also not far from Marina Bay Sands and the Merlion. From our room, we could see Marina Bay Sands, the Merlion, Supertree Grove, and the Singapore Flyer. At night, when the lights come on, the entire bay is beautiful. It was our first time visiting Singapore, and since we were traveling with two elderly family members and doing daily city walks, choosing a conveniently located hotel was an absolute must. After comparing several hotels around Marina Bay, I personally felt that the Pacific Club Suite at the Pan Pacific Marina Bay offered great value for money.
First of all, the staff member who handled our check-in at the lobby was an Indian gentleman who didn't speak Chinese. At first, I was a bit worried about the language barrier and whether we might get brushed off, but those concerns proved completely unnecessary. He was extremely professional; he used key words in his English that allowed me to grasp the main points easily. Moreover, his attitude was wonderful—patient, warm, and friendly. He handed us a detailed information sheet about the club lounge and patiently explained each item to us, which was truly reassuring.
Housekeeping was also very thorough. In addition to the regular cleaning, there was a turndown service: they replenished the drinks in the minibar, replaced used towels, neatly arranged our slippers, turned on the bedside lamps, and drew the curtains, creating a very cozy and welcoming atmosphere.
Finally, a special shout-out goes to the club lounge on the 38th floor. The selection of food for breakfast, afternoon tea, and evening cocktails was extensive and changed daily. Having stayed for 4 days, we were extremely satisfied with the dining experience. In particular, all the lounge staff were very proactive in introducing the daily menu, recommending the most popular dishes, as well as the specialty blended juices and mocktails. On our first day, they even walked us through the walking route from the hotel to the Merlion.
The thing that left the deepest impression on us was a tall, thin male server. He served us for all 4 days of our stay, proactively asking if we wanted a fresh cup of hot coffee when ours got cold, promptly clearing finished plates along with any used napkins, and constantly working hard to maintain a clean and tidy dining environment. I used the luggage storage service on both my check-in and check-out days, and the bellhops were incredibly kind, leaving a great impression. On my check-out day, when I went to pick up my luggage after sightseeing, I got caught in a sudden downpour. The staff told me, 'If you still have time before your flight, please feel free to rest in the lobby until the rain stops. It usually clears up in about 30-40 minutes.' This allowed me to avoid moving around in the heavy rain. The room was spacious enough to open my suitcase, and the cleaning was very thorough. The only minor downsides were that the water purifier and showerhead hook seemed old and weren't fixed securely, so I had to be a bit careful when using them. However, the air conditioning, which I was initially worried about, was adjustable, and I had a comfortable two-night stay.
