What is the Singapore Arrival Card (SGAC)?

What is the Singapore Arrival Card (SGAC)?

Source: Immigration and Checkpoint Authority Singapore

The Singapore Arrival Card (SGAC) is a mandatory electronic declaration system introduced by Singapore’s Immigration & Checkpoints Authority (ICA) in March 2020, replacing the traditional paper disembarkation/embarkation card . It integrates immigration clearance information and a digital health declaration, and it‘s a key document for foreign visitors to enter Singapore.

Notably, the SGAC is not a visa. Even visa-exempt nationals must submit it before arrival, and approval does not guarantee entry—final eligibility is determined by ICA officers at checkpoints . Upon successful submission, travelers receive a confirmation email with an electronic Visit Pass (e-Pass), which replaces the physical passport stamp.

Do I Need a Singapore Arrival Card?

Do I Need a Singapore Arrival Card?

Source: Immigration and Checkpoint Authority Singapore

Most travelers to Singapore are required to submit the SGAC, with the following exceptions :

  • Travelers transiting through Singapore without clearing immigration (i.e., not leaving the transit area).
  • Singapore Citizens, Permanent Residents (PRs), and long-term pass holders (e.g., student passes, dependent passes, work passes) entering via land checkpoints (Woodlands or Tuas).

All other foreign visitors, including those eligible for visa-free entry (e.g., Hong Kong SAR passport holders with 30-day visa exemption ), must complete the SGAC before arrival.

How Early Can I Submit My SG Arrival Card?

According to the latest ICA regulations (2026), travelers must submit the SGAC within 3 days (72 hours) prior to arrival, including the arrival day . Submitting too early (beyond 72 hours) is not allowed, as the system will not display your intended arrival date .

Example: If you arrive in Singapore on January 30, you can submit the SGAC from January 28 onwards. To avoid last-minute delays, it is recommended to complete submission 1-2 days before your trip.

How to Download the Digital Singapore Arrival Card

Arrival Card Steps

Source: Immigration and Checkpoint Authority Singapore

The SGAC online entry form is fully digital—no physical card is issued. You can access and submit it via two official, free channels (third-party paid services are not authorized by ICA ): Visit the ICA SG Arrival Card page. There’s also the MyICA Mobile app for iOS and Android.

Via MyICA Mobile App

  1. Download the MyICA Mobile app (available on iOS App Store and Google Play Store). For Android users unable to access Google Play, use the official website (see 4.2).
  2. Open the app and select “Foreign Visitor – SGAC” .
  3. Adjust the language settings (Simplified Chinese, English, etc.) via the top-right menu for easier operation.
  4. Proceed to fill in and submit the form (detailed in Section 5). The app allows scanning your passport to auto-import basic information, reducing manual input errors.

Via ICA Official Website

  1. Visit the ICA official SGAC page: Ensure the webpage shows “A Singapore Government Agency Website” at the top-left to avoid fraudulent sites.
  2. Navigate to “Visitor” → “SG Arrival Card” → “Submit SGAC”.
  3. Select “Individual Submission” for solo travel, then follow the prompts to complete the form.

How to Complete & Submit the Singapore Arrival Card

Electronic Visit Pass

All information must be filled in English, even if using the Chinese interface.

Singapore Arrival Card - Materials to Prepare for Form Filling

Have these ready before you start to avoid interruptions:

  • Valid passport (scan the bio page for auto-input if using the app).
  • Flight/transport details (flight number, arrival mode: commercial aircraft, land, or sea).
  • Singapore accommodation address (hotel booking confirmation or residential address; select “Other” if in transit).
  • Contact information (international phone number with roaming enabled, email address).
  • Health status details (for the mandatory health declaration section).

Singapore Arrival Card - Submission Process

  1. Enter personal details: Input or scan passport information (passport number, expiry date), full name, date of birth, and nationality.
  2. Fill in travel details: Select arrival date, purpose of visit (tourism, business, etc.), departure city before Singapore, and destination city after leaving Singapore.
  3. Complete health declaration: Truthfully declare your health status (e.g., no fever, cough, or other symptoms). Update the declaration immediately via the “Update SGAC” function if your health condition changes after submission.
  4. Review and submit: Double-check all information (errors may lead to entry denial). Submit the form once confirmed.
  5. Save confirmation: A PDF confirmation with a QR code will be generated. Save it digitally (phone, tablet) or print a copy. You will also receive the confirmation and e-Pass via email.

Singapore Arrival Card Requirements

These requirements I'm about to discuss cover official eligibility rules and mandatory checks for submission and entry (not just form-filling needs).

Eligibility & Mandatory Document Requirements (For Entry Verification)

  • Passport validity: Minimum 6 months from the date of arrival in Singapore.
  • Visa status: The SGAC is separate from a visa—ensure your visa (if required) is valid before submission.
  • Supporting documents for immigration checks: Prepare return flight tickets and accommodation bookings to present to ICA officers if requested.
  • Health requirements:
    • Vaccinated travelers: May need to present a WHO-recognized vaccine certificate (children aged 12 and under are exempt).
    • Unvaccinated travelers: Must provide a negative PCR test result taken within 48 hours before departure, plus a COVID-19 insurance policy with a minimum coverage of SGD 30,000.

Submission Requirements

  • Approved channels only: Submit via MyICA Mobile App or ICA official website—no in-person submission at checkpoints is allowed.
  • Accuracy is non-negotiable: False declarations violate Singapore’s Infectious Diseases Act and may result in legal consequences, entry denial, or fines.
  • Group travel support: The app/website allows group submissions for families or teams—submit all members’ information in one session to save time.
🎁 Book Flights to Singapore & Best Singpore Hotels. Fast Singapore eSIM.

How Much is Singapore Arrival Card Fees

Submitting the SGAC via official channels (MyICA App/ICA website) is completely free.

Be cautious of third-party agencies charging fees (e.g., 34 EUR or 25 USD)—these services are not affiliated with ICA and offer no additional benefits. Any request for payment during official submission is a red flag for fraud. Report fraudulent websites to ICA immediately.

How to Enter Singapore When You Arrive

Singapore has fully implemented self-service immigration clearance since February 2024, with no manual counters available . Follow these steps for smooth entry:

  1. Prepare documents: Have your valid passport and SGAC confirmation (digital or printed QR code) ready.
  2. Self-service clearance: Use the automated gates (242 available at Changi Airport ). Eligibility for self-service clearance includes:
    1. Chinese citizens with a 5-year multiple-entry Singapore visa, aged 6+, who have visited Singapore at least 3 times in the past 12 months .
    2. Permanent Residents, work pass holders, and long-term pass holders with registered fingerprints .
  3. Assisted clearance: Travelers with disabilities can use 64 dedicated assisted gates across terminals .
  4. Verification: ICA officers may verify your e-Pass, return ticket, or accommodation details. Cooperate with inspections to avoid delays.

Common Mistakes to Avoid about SGAC

MyICA Errors Guide

MyICA Errors Guide

  • Submitting too early/late: Missing the 72-hour window or submitting beyond the deadline may result in entry denial.
  • Incorrect information: Typos in passport numbers, flight details, or accommodation addresses are the top cause of delays. Double-check all entries.
  • Relying on third-party services: Paid agencies do not speed up processing or guarantee approval. Use only official channels.
  • Ignoring health declaration updates: Failure to update health status changes (e.g., developing symptoms after submission) violates local laws.
  • Forgetting to save confirmation: Without the QR code, you may face lengthy delays at checkpoints. Save a backup copy.

1. There's basically no service to speak of. The bellhop won't help with luggage. I requested an extra comforter and found yellow stains. When I spoke to the front desk, they simply said, ”Then I'll find someone to change it for you,” without a single apology. 2. There's no lifeguard at the swimming pool. 3. There was noise in the room. The first time I brought it up in the morning, I was told it was normal to have wind by the river, but they would check it out. The noise was still there at night. When I asked to change rooms, they said they couldn't do it at night. I told them I had already mentioned it that morning, and then they said if I changed rooms, it would be next to a construction site and still be noisy. I pointed out they could give me a room not next to a construction site. After a long discussion, I finally got a slightly less desirable room than before, but the noise was better, though there was still some street noise. 4. The only advantage is that the subway is 200 meters away.

I had an absolutely fantastic stay at the Royal Plaza on Scotts! A huge thank you to Mariz at the front office. She is truly exceptional. She went out of her way to ensure my grandmother's check-in was incredibly smooth and stress-free. Even though the front desk was very busy, Mariz remained so calm, smiley, and highly professional. Her dedication to service is outstanding. I must also commend the sweet staff for their attentiveness. I was so touched by the surprise mini birthday cake—it made my day! (The food at the Carousel buffet was also great!). I enjoyed every bit of my stay and would recommend the Royal Plaza on Scotts without hesitation.

I didnt manage to get their names but am very appreciative of the kind assistance provided during my stay. They have limited manpower , no bellman and all the staff were ladies however the young receptionist and their duty manager did all they can to assist. The hotel are very strict with the rules and I felt area of improvement would be to note tone of voice to guests and maybe verbiage , however I understand she is doing her job. Housekeeping supervisory or room inspection may have an overlook as there was a dried up lens on cupboard but it was a small issue that doesnt affect my stay so i didnt raise but figured would be essential point to note for room audits. Despite facing alot of difficulties and that encounter... would be glad to be back again as the 2 ladies has converted my stay into a pleasant one.

We could not use the machine for self check-in because their system could not find our booking on trip.com, so a staff member had to manually check in for us. Excellent facilities - they provided lots of trolleys for luggages near the front door/reception area, which I think were quite thoughtful. Our kids used the playground a lot. Would love to use the swimming pool but our room (Studio Queen and Single) was quite small (especially the bathoom) to hang our swim clothes to dry. Coat hangers were provided in the room which could be used to hang swimclothes on to airdry, but with the humidity in Singapore, it would take about 2 days to completely dry. In the middle of our stay, we found a dead cockroach on the bed (first photo) while clearing stuff to prep the room for daily room service/cleaning. We left it there for the cleaner to handle it, but when we came back at night, the dead cockroach was still in the room (and moved to a different spot this time - second photo), so we cleaned it ourselves. Not that we are nitpicking, but since the room was small, we had to organise our things around every nook and cranny of the room, and I found the wall under the table near the floor quite dirty.

This is an older hotel with a good location, but it's clear it's in need of an update. The building and the table and wood doors in our room felt very old, and some of the wood was rotting and needs to be replaced. There was a minor renovation, it wasn't enough to address the overall condition. The water pressure was also very low, which was a bit frustrating. On the plus side, the location is excellent—it's very close to Sultan Mosque, Haji Lane, and within walking distance of Bugis Junction and the MRT station. Given the large room size and the lower price, the stay was acceptable overall.

First time staying at this hotel. Did something digging of the hotel's history and found that the hotel is approximately 57 years old (older than me). Can see that the hotel management still retains some of the old exterior architectural design which I think is good because I able to see the hotel past remnants! Even the staff working with the hotel are aged workers (guessed is a loyal employee?). The location is ideal (near newton food centre) and is situated around in a private housing and many high-rise condos areas. Bear in mind that this is an old hotel and I can see that some of the furniture don't match up to modern cotemporary coloring (used very dark wood colorings). Room is of decent size which is good! The room are generally clean enough (no ants found). The only downside is their breakfast does not carry lots of variety (limited choices), so if you are staying more than 2 days, one will get bored soon (average standard). Room service (room keeping) is slow and had to wait patiently. Other than that, I enjoyed my stay with this hotel! Keep up the good work!

Decent hotel with great location! MRT Clark Quay B entrance is just across the street. I booked a Deluxe room, Queen size bed, love the daybed next to the window. Four downside in my opinion - the room window has gap and I can hear the swimming pool waterfall sound once i checked in the room and somehow it became a white sound. Another one is the traffic sound at night. Third is the shower door has a gap and when the handheld shower head is pointes at the door the water seeps out. And also during the stay (3-6 Aug 2025), the water pressure is on and off and when taking hot shower, the water was suddenly piping hot and then back to my desired temperature. Housekeeping team works early around 7:30-am onwards - but they are VERY NOISY. Raj and other concierge team members has been very warm and not stingy with smiles and positivity. Overall good value hotel, very convenient .

This was my first time in Singapore, and I blindly chose this hotel from many options because the pictures looked great and it was close to the MTR (subway). Upon arrival, I found that it truly is very close to the MTR; you can access the station by walking through the mall without even going outside. It's about a kilometer from the Singapore Flyer and Marina Bay Sands, and there are attractions like the National Gallery nearby. It's perfect for an after-dinner stroll, as it might even be faster to walk than take public transport for those short distances. The service was excellent, and the breakfast was incredibly rich and delicious. It might be the best hotel breakfast I've ever had, definitely on par with a Park Hyatt. I had read some reviews mentioning poor soundproofing, but I didn't experience that during my stay. The hotel has wooden floors, with a carpeted area around the bed, which is great for someone with allergies like me. The hotel is truly beautiful, and the Christmas decorations were very thoughtfully done. I really felt like I didn't want to leave and would definitely stay here again next time. The only downside, in my opinion, was the hairdryer. It really didn't match the overall decor; it was an old-fashioned type that was noisy and didn't have concentrated airflow, making it slow to dry hair. I hope they can upgrade the hairdryers next time.

We stayed for 3 days and 2 nights as a Christmas couple’s retreat in the Executive Marina Bay King Room. The Marina Bay view was beautiful, and the room was clean and well maintained. The hotel is centrally located, but it is a fair walk from City Hall MRT, which could be inconvenient without direct transport. Breakfast at Edge was average for a hotel of this category. Noise insulation in our room could be improved, as footsteps from the room above affected our rest. The minibar uses a charge-on-removal system, which feels outdated, and the fridge space is very limited—enough for only about two 320ml Coke cans. Check-in was somewhat rushed and confusing as we had completed online check-in beforehand, we still had to queue and register again at the front desk, which made the online effort feel unnecessary. The staff were mostly friendly, but there was nothing particularly memorable about the service. Overall, while the stay was comfortable, but it felt somewhat underwhelming. Considering the Pan Pacific brand and its premium positioning, we expected a bit more.

The hotel's decision to have Tony Chi renovate the public areas was absolutely brilliant! The restaurant and lounge are simply dreamy. When I arrived at night, I just thought they were exquisite, but in the daytime, with the light pouring in, they're like a little sanctuary. The breakfast area sparkles with a 'bling-bling' effect, and the afternoon tea lounge has a soft, beautiful matte finish – I love them both! My friend even booked us for afternoon tea again tomorrow. Housed in a century-old historic building, this hotel boasts a prime downtown location and an air of old-money elegance. The rooms are grand and comfortable, and the service is exceptionally high-quality. Breakfast is quite good; while the variety might not be as extensive as some five-star hotels back home, the quality of everything is superb. The freshly made laksa noodles and omelets were excellent, and the juices were freshly squeezed. In the room, they provided a complimentary folding fan and tickets to the Asian Civilisations Museum and the Peranakan Museum. If you have time, both museums are well worth a visit. I didn't know about the complimentary tickets beforehand and had already bought my own ticket to the Asian Civilisations Museum. I was grateful for the lady at the reception for helping me to pay cash for the taxi as the grab driver refused to use the charge facility on my credit card . The hotel room was comfortable and spacious and also clean . Nice bathroom and clean towels daily. Location is a bit out of the way although many buses but what we saved in room rate costs us in taxi to and from town as after a long day in sun and walking around last thing one wants to do is use bus or the 10-15 minute walk from the train station . The area great for budget travellers as many cheap and actually many cheap eating stop points . I had a dosa one morning was delicious and very reasonable prices compared to downtown . The front desk as friendly and helpful .

Orchard Road Singapore|3.93km from city center
My parents, child, and I recently traveled to Singapore and stayed at the Orchard Hotel. We were absolutely delighted and satisfied with our stay! LEN at the front desk was wonderful! She upgraded both my parents' room and my own (for myself and my child) to spacious family rooms. The beds were large and incredibly comfortable. She even provided complimentary breakfast for my child – truly thoughtful service! A huge thank you to LEN for making our family's Singapore trip so pleasant and comfortable. We will definitely choose Orchard Hotel again on our next visit to Singapore! The hotel rooms were very quiet, the lobby had an impressive and grand design, and the breakfast was plentiful and delicious! I highly recommend staying here.

The service here is top-notch. The location is excellent, making it incredibly convenient to get anywhere. There are tons of small restaurants from the -1st to -3rd floors, so dining is super easy. Plus, with numerous commercial facilities nearby, shopping is also very convenient.
