What Is the Cambodia Arrival Card?

The Cambodia Arrival Card, officially known as the e-Arrival Card (CeA), is Cambodia’s unified digital entry declaration system rolled out nationwide for all international airport arrivals in September 2024. It replaces the old paper disembarkation card and combines three separate forms — immigration arrival record, health screening, and customs declaration — into a single online submission.

Operated by the General Department of Immigration, the system streamlines border processing and works with automated smart gates at major airports. It is not a visa and does not grant entry permission on its own. All travelers must still hold a valid visa, visa-exempt status, or visa-on-arrival eligibility to enter the country. Once submitted, the system generates a personal QR code that will be scanned at immigration and customs upon arrival.

All air passengers entering Cambodia must complete the e-Arrival Card before entry, regardless of their nationality or visa type. This requirement applies equally to foreign visitors, holders of pre-approved e-Visas, travelers planning to get a visa on arrival, and Cambodian passport holders. Every passenger including infants and children needs their own individual card.

Note: At present, the digital e-Arrival Card system is mandatory for airport arrivals only. Travelers entering via land borders or seaports will still use paper declaration forms on site.

• Customs Inspection: Baggage X-rays and random physical checks are conducted on site; travelers choose between green (nothing to declare) and red (goods to declare) channels.

Before traveling to Cambodia, ensure you have the following ready:

• Passport valid for at least 6 months from your date of entry, with at least one blank visa page
• Valid entry authorization: Visa-free eligibility, pre-approved e-Visa, or eligibility for visa on arrival
• Completed Cambodia e-Arrival Card with QR code saved on your phone or printed
• Return or onward travel ticket — may be verified at check-in or randomly by immigration
• Proof of accommodation: Hotel booking confirmation with full physical address (use your first night’s address if staying at multiple locations)
• Proof of sufficient funds to cover the duration of your stay
• Customs declaration for cash or bearer instruments exceeding USD 10,000 in total value, or for any restricted or dutiable goods

When to Fill in Your e-Arrival Card

You may submit the Cambodia e-Arrival Card no earlier than 7 days before your scheduled arrival date. Submissions made outside this window will not be accepted by the system.

Our recommendation: complete the form 2–3 days before your departure. This gives you enough time to correct any errors, avoids last-minute internet issues on board or at the airport, and ensures your record is fully processed when you arrive.

If you forget to fill it in advance, you can still complete the form on arrival using dedicated tablets provided at the immigration hall. However, this will add significant time to your arrival process, especially during peak hours.

How to Complete the Cambodia e-Arrival Card Online (Step by Step)

The entire process takes approximately 10–15 minutes. You can use either the official website or the mobile app.

Step 1: Access the official platform

Go to arrival.gov.kh in your browser, or download the official "Cambodia e-Arrival" app for iOS or Android. Select your preferred language and choose Foreign Visitor. You may proceed as a guest or create an account for future use.

Step 2: Upload photo and passport details

Upload a recent passport-style portrait photo of yourself. Next, enter your passport information exactly as printed:

• Full legal name (surname and given names)
• Passport number
• Passport issue and expiry dates
• Nationality
• Date of birth
• Gender
• Occupation

Double-check that all details match your passport exactly, as mismatches are the most common cause of delays at immigration.

Fill in the full name and complete physical address of where you will be staying in Cambodia. A hotel booking address is standard; if staying at multiple properties, use the address of your first night.

Step 5: Health and customs declarations

Answer all health screening questions truthfully. For customs, declare if you are carrying:

• Cash or negotiable instruments totaling over USD 10,000
• Food, plants, animal products, or biological items
• Commercial goods or items for resale
• Firearms, weapons, or controlled substances

Review all information carefully, accept the declaration statement, and submit. The system will immediately generate your unique QR code. Take a clear screenshot and save it to your phone, and optionally print a paper copy. You will need to present this code at immigration and customs.

1. Follow International Arrivals signs

After disembarking, walk along the arrival corridor and follow the clearly marked International Arrivals signs. All major airports have English signage and straightforward wayfinding.

2. Process your visa (if applicable)

• If you have a pre-approved e-Visa or are visa-exempt: skip this step and proceed directly to immigration.
• If you are getting a Visa on Arrival: go first to the dedicated VOA counter. Submit your passport, a passport photo, and the visa fee (USD 30 for a standard tourist visa). Once your visa is issued, proceed to immigration.

3. Clear immigration

• Smart Gate lane: If you completed the e-Arrival Card in advance and have a biometric passport, you may use the automated gates. Scan your passport photo page, present your QR code, and complete fingerprint and facial recognition.
• Manual counter: Join the staffed lane if you have a VOA, are traveling with young children, or did not pre-fill the arrival card. Hand over your passport and present your QR code. The officer will verify your documents and stamp your passport.

4. Collect your baggage

5. Pass through customs

• Use the green channel if you have no dutiable or restricted goods and are carrying less than USD 10,000 in cash.
